In Istanbul, an armed police officer checks his phone while a calico cat sits calmly on a chair. Between the weathered wall, barred window and surveillance camera, the image creates a theatre of control. Yet Cat Under Arrest reverses the roles: authority seems distracted, the animal sovereign, as though tenderness had taken possession of the place without ever asking anyone’s permission.
